Legislative Update
There is less than a month left in the 2025 legislative session. The legislative committees have ended their work and the Senate and House have begun voting on legislation. The biggest piece of legislation remaining is the two-year state budget and related taxes. However, there are still hundreds of bills in the queue remaining to be voted on before the June 4th deadline. Many will not make it through the process. Some of the key ones the Conference is tracking are listed below. Click here to review testimony the Conference provided on a variety of issues throughout the session.
SB 7 - "An Act Concerning Protections for Access to Health Care and the Equitable Delivery of Health Care Services in the State". Attacks Catholic Hospitals Religious Directives by allowing providers to ignore them without penalty. Also, creates "Safe Harbor" account run by the State Treasurer to assist women seeking an abortion to come to Connecticut for the procedure. Will pay for travel and lodging. Awaiting action by the Senate.
SB 1380 -"An Act Prohibiting Discrimination by Health Care Providers in the Provision of Health Care Services in the State". Opens medical providers to discrimination claims for refusing services based on religious beliefs, such as sterilization or gender-affirming care. Awaiting action by the Senate.
HB 7213 - "An Act Concerning Concerning Access to Reproductive Healthcare" - The sections of the bill eliminating existing abortion regulations have been removed from HB 7213 in a House vote. However, concerns still existing about the elimination of parental rights related to a pregnant minor girl. The bill now move on to the Senate.
School Library Books: We are watching bills that would restrict parents’ ability to question books in school libraries and will keep you posted! Any legislation adopted must exclude parochial and private schools.

- Access to scholarships would open doors for many low to middle income families across these states in cities, suburbs, and rural areas.
- Congress has the chance to include the Educational Choice for Children Act's tax credit for donations to scholarship organizations in the next federal budget.
- This tax credit does not affect federal or state public education funding, and it is based solely on tax-credits for private donations.

Join us on Thursday, May 8th, at 2:30 pm at the North Lobby of the CT State Capitol to hear our Chris Healy and others call for the protection of girls sports and Title IX in CT:

When voting on a bill earlier in the legislative session an amendment that would ban biological boys from playing on girls teams was defeated. Join us at the Capital on May 8th to show support for protecting girls sports. Many great speakers will share their stories.
