 Conference Objects to Lamont Using Taxpayer Money to Fund Abortions

What About PPSNE’s Massive “Rainy Day” Fund?

The Connecticut Catholic Public Affairs Conference strongly opposes Gov. Lamont’s plan to distribute $10.4 million in emergency funding to Planned Parenthood of Southern New England (PPSNE). While attempting to address critical funding concerns related to a variety of health and human services programs, PPSNE should not be among the list of recipients at any time and for any reason.

The Conference represents the Catholic Bishops of Connecticut.

PPSNE is the primary abortion provider in Connecticut. A vast number of Connecticut residents reject the idea that abortion is a health care service and is a morally reprehensible act of violence against an unborn child. They do not want their taxpayer funds used to support this anti-child organization in any way. These funds replace grants from federal programs that in theory prohibit them from being used to provide abortions.

The $10.4 million grant appears to have no such restrictions and can be used for the general operating expenses of the abortion giant. Even if there were such restrictions, who in state government would monitor and enforce the restriction.

The Conference’s objection to the funding goes beyond its well-known position of opposition to abortion. Planned Parenthood of Southern New England is awash in cash according to their IRS tax filings.

As of June 2024, PPSNE latest available filing, they had a “rainy day” endowment fund valued at over $49.5 million. This was after they withdrew $2 million from the fund for a building project. Since 2018, the endowment fund has increased by 287%.  Over 95% of the PPSNE endowment funds are unrestricted and can be allocated to any purpose by its Board of Directors. Many nonprofits only wish they had the financial reserves of PPSNE.

“It appears that Planned Parenthood wants to keep these funds a secret to allow them to continue to draw upon state taxpayer funds and play the victim of anti-abortion politicians,” said Chris Healy, Executive Director of the Connecticut Catholic Public Affairs Conference. “One can only assume that legislators, Gov Lamont and other elected officials are not aware of the ‘rainy-day’ fund. Otherwise, they would just be playing loose with taxpayer funds to buy political support from the abortion advocacy groups, while cutting funding to truly needy nonprofits.”

The financial facts also show that, while crying poor and needy, the salaries for the officers of PPSNE have grown significantly.

Since 2018, the total salaries for its officers have grown by 88%. This salary group includes the Chief Executive Officer (CEO), Chief Financial Officer (CFO), Chief Operations Officer (COO), Chief of Diversity and Inclusion, VP of Public Policy Advocacy, VP of Development and other management team members.  

Despite their large endowment fund and hefty salaries, PPSNE and its legislative advocates have never missed an opportunity to obtain taxpayer funding. Since 2024 PPSNE has received $6.3 million in additional state funding. $4.3 million of that funding was made available for general operating expenses.

  • $3 million in leftover American Rescue Plan Act funds, which was allocated in the 2024 budget to cover general operating expenses.
  • $500,000 increase in the federal Social Services Block Grant allocation made in January 2025 for family planning services.
  • $800,000 in the emergency budget passed at the beginning of the 2025 legislative session for general operating expenses.
  • More than $2 million for the relocation of its New London facility in the bonding package authorized on April 11, 2025.

 “The new emergency fund should be used for real financial emergencies,” Healy said. “Gov. Lamont and legislative leadership must put a halt to the preferential treatment that Planned Parenthood of Southern New England is given at the Capitol, resulting in the deaths of unborn children.”
